Hon’ble Mr. Justice D.S. Tripathi, President

State Consumer Disputes Redressal Commission, Uttarakhand, Dehradun.

His lordship was Born on 05.01.1957 in village Maphy, Post Kopaganj, District Mau, Uttar Pradesh. He received his primary education up to Intermediate from his village school. He did his graduation from D.C.S.K. Degree College, Mau (Gorakhpur University) in the year 1977 and thereafter law graduation from Allahabad University in the year 1980, securing second position in the University. He appeared in Provincial Civil Services (Judicial) Examination in the year 1982 and he was selected in Provincial Civil Services (Judicial) in the year 1983 in his first attempt, securing first position in his batch. He was appointed as Munsif in 1984. He was promoted in Higher Judicial Service and posted as Additional District and Sessions Judge in the year 2001. He was posted in the capacity of Additional Legal Remembrancer to the Government of Uttar Pradesh from the year 2008 to 2013. He was posted as District & Sessions Judge in different districts from the year 2013 to 2016. He was elevated as Additional Judge of the High Court of Allahabad on 15-11-2016 and became permanent Judge of High Court of Allahabad on 23-03-2018. Served up to 04-01-2019. Assumed charge of President of State Consumer Disputes Redressal Commission, Uttarakhand on 23.07.2019.

 

Ms. Kukmkum Rani, Judicial Member (Second)

Ms. Kumkum Rani, did B.A., L.L.B from Agra University and L.L.M. from Meerut University. Was selected in P.C.S. (J) in 1987 and joined U.P. Judicial Service on 31-08-1987 (A.N.). Was posted in different courts of U.P. situated at Saharanpur, Meerut, Aligarh, Moradabad, Dehradun and Haridwar in the cadre of Civil Judge (Junior and Senior Division/Additional Chief Judicial Magistrate). Was promoted in H.J.S. by Uttarakhand High Court, Nainital after her option for new State of Uttarakhand in 2000. Worked on various posts in H.J.S. cadre in Uttarakhand as Additional District and Sessions Judge in Haridwar and Udhamsingh Nagar and also worked as a legal advisor of Uttarakhand Public Service Commission, Haridwar and discharged the duties of Secretary, District Legal Services Authority, Haridwar.

         Was promoted to the District and Sessions Judge level in 2006 and in Supertime Scale in 2011. Remained posted as District & Sessions Judge in 7 districts out of 13 districts of the Uttarakhand State namely Pithoragarh, Champawat, Almora, Pauri Garhwal, Haridwar, Nainital & Tehri Garhwal. She worked as President of District Legal Service Authority of those Districts. Also discharged the functions of President of District Consumer Disputes Redressal Commission at District Pithoragarh, Champawat, Almora, Pauri Garhwal and Tehri Garhwal.

         Assumed the charge of Judicial Member, 2^nd on 26.11.2021 of State Consumer Disputes Redressal Commission, Uttarakhand, Dehradun.

Registrar

He did B.Sc. from Merrut University and MBA & LL.B from Aligarh Muslim University. Thereafter joined first batch 2002 of Uttarakhand Judicial Service. Got first joining on 22-09-2003 and joined as a Judicial Magistrate Ist Class at Kashipur (US Nagar). On 22.11.2006 appointed as Civil Judge (J.D), Purola (Uttarkashi) and then transferred to Ranikhet (Almora) on 03.06.2008, then promoted on 04.07.2009 as Civil Judge (S.D) and transferred to Dehradun and thereafter transferred to Vikasnagar on 09-07-2019. On 18.04.2012 appointed as Chief Judicial Magistrate, Nainital. On 18.04.2015 appointed as Civil Judge (S.D)/Secretary, DLSA, Tehri Garhwal after that got transferred in 18.04.2018 as Civil Judge (S.D)/Secretary, DLSA, Dehradun. In December, 2018 promoted to Higher Judicial Service. On 07.12.2018 joined as Judge, Family Court at Khatima (US Nagar). In the year 2020-21 appointed as Principle Judge, Family Court, Rudrapur, US Nagar. On 17.04.2022 assumed the charge of Secretary cum Registrar, State Police Complaint Authority, Dehradun. On 27.07.2022 assumed the charge of Registrar, State Consumer Disputes Redressal Commission, Uttarakhand, Dehradun and has a additional charge of Secretary cum Registrar, State Police Complaint Authority, Dehradun.
